101 Mr. Howlin asked the Minister for Health and Children when he will make a decision in relation to the recommendation of the Joint Oireachtas Committee on Health and Children report, published in October 1999, that individuals taking action against the tobacco industry should not be obstructed by the Statute of Limitations 1957 and 1991; if exploration of possible legal and constitutional implications with regard to any alteration to this statute is likely to be completed in the future; and if he will make a statement on the matter. The recommendation of the Oireachtas Joint Committee on Health and Children concerning the Statute of Limitations 1957 and 1991 with regard to litigants against the tobacco industry is one of a number of procedural and legal matters which has been referred for legal advice. Given the complexity of the substantive law issues involved, it is not possible to indicate, at this stage, when the matter will be finalised.
