Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31. I propose to deal with the two topics separately and I will call on Deputies in the order in which they submitted their notices to my office.

I have received notice from Deputy Neville and I call on him to state the matter.

In accordance with the terms of Standing Order 31 I give notice of my intention to seek to move the Adjournment of the Dáil to discuss the following specific and important matter of public interest requiring urgent attention, namely, the fact that clinical trials have been carried out over the years on patients in psychiatric institutions and the need for the Minister for Health and Children to make a comprehensive statement addressing among other areas the level of consultation, if any, with patients and their families, the types of trials which were carried out, the extent of the experiments, any adverse effects on the health of the patients involved in such trials, the protection of patients' private integrity and right to privacy and the need for a full investigation into the matter.

Having considered the matter fully, I do not consider it to be contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.

In regard to the second topic, I have received notice from Deputy Joe Higgins and I call on him to state the matter.

(Dublin West): I seek leave to move the Adjournment of the Dáil under Standing Order 31 to discuss an issue of pressing public importance, namely, the resignation of Judge Costello from the Ansbacher inquiry, the need for the Tánaiste to make a full statement on the resignation and to make an interim report on the facts uncovered by the inquiry and to state what action she proposes to take to expedite a conclusion to the inquiry and to issue a report.

Having considered the matter fully I do not consider it to be contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
