Written Answers. - Local Authority Rents.

189 Mr. N. Ahern asked the Minister for the Environment and Local Government if he will have examinations made into the matter of local authority rents; and if, as an anti-inflation measure, he will put a moratorium on local authority rent increases and perhaps compensate local authorities directly for the loss sustained. Local authorities are responsible, as an integral part of their housing management functions, for the determination of the rents of their dwellings under the differential rents scheme and of the income to be assessed for this purpose.

Local authority rents are generally income related and the average rent payable in 1999 was £16.50 per week. I am satisfied that the level of rents charged by authorities is reasonable and that they have discretion to deal with problems which may arise in individual cases.

Rental income meets only some 63% of the cost of management and maintenance of the local authority rented housing stock. Compensation for any shortfall in rental income of local authorities would have to be funded from increased general taxation which in itself would be potentially inflationary. I have, therefore, no proposals to introduce a moratorium as suggested by the Deputy.
