26 Mrs. B. Moynihan-Cronin asked the Minister for the Environment and Local Government if he has yet submitted legislative proposals to Government to provide for the licensing or registration of builders and building contractors; when he intends to announce his proposals; and if he will make a statement on the matter. My Department will circulate the draft general scheme of a building control Bill to other relevant Departments before Christmas for comment. I intend to finalise the relevant proposals and place them before Government early in the New Year. In accordance with standard practice, I do not pro pose to disclose the content of my proposals for a Bill in advance of a decision by the Government.
