Joint Committee on Strategic Management Initiative: Motion.

I move:

(1)(a) That a select committee consisting of the Members of Dáil Éireann set out in the schedule to this order be appointed to be joined with a select committee of Seanad Éireann to form the Joint Committee on the Strategic Management Initiative to consider–

(i) progress on the programme of modernisation for the Civil Service, as outlined in Delivering Better Government, having regard to–

(I) reports from the strategic management initiative implementation group of secretaries general and heads of offices,

(II) action by the relevant sectors and associated Government Departments, offices and other State agencies under their aegis on the objectives to be achieved under the modernisation programme during the period of the Programme for Prosperity and Fairness as specified in section 1.4 therein,

(III) the strategy statements of each Government Department and office laid before each House of the Oireachtas by the Minister in charge of that Department pursuant to section 5(2) of the Public Service Management Act, 1997, and

(IV) any legislative proposals initiated to progress the programme of change; and

(ii) such other matters as may be jointly referred to it from time to time by both Houses of the Oireachtas, and shall report thereon to both Houses of the Oireachtas.

(b) The quorum of the joint committee shall be 5, of whom at least 2 shall be shall be Members of Dáil Éireann and 2 Members of Seanad Éireann.

(c) The joint committee shall have the powers defined in Standing Order 78A(1) to (9), inclusive, other than those defined in Standing Order 78A(4) and (6).

(2) The chairman of the joint committee shall be Deputy Dick Roche and the vice-chairman of the joint committee shall be Deputy Brian Hayes.
