Written Answers. - Immigration Policy.

156 Mr. Howlin asked the Minister for Justice, Equality and Law Reform if, in view of the importance of developing an immigration policy which is fair, transparent, humane and sustainable, he will consider issuing a Green Paper on immigration policy as a means of enabling widespread consultation on the development of a national immigration policy. It is important that we continue to develop an immigration policy which meets the needs of Irish society and of the economy and which is fair, just and humane. The Deputy will be aware that the Government's legislative programme includes the immigration and residence Bill which will replace the Aliens Act, 1935. The heads of this Bill are in the course of being developed in my Department.

To assist in the preparation of this legislation and in the development of immigration policy generally, I am working on a framework which will include wide consultation within the public service, with the social partners and with the public generally. This will allow the views of all those interested in this important area of policy to have an input into the process of policy development. I am also considering a study of international legislation and practice in the field of immigration which will enable us to learn from those countries with long experience of immigration. This will help ensure that the proposed new system will comply with best standards internationally.
In addition, I am undertaking an internal review of practices within the immigration and citizenship division of my Department with a view to improving service to the public. This will also look at how interactions with other Departments and public bodies dealing with immigration issues can be improved.
I am satisfied that this proposed framework will provide the wide consultation and the input of experience which is necessary to ensure that our immigration system is developed in a way that is appropriate to the needs of society and which provides a quality service to customers.
