18 Proinsias De Rossa asked the Minister for the Environment and Local Government the plans he has for the establishment of a greater Dublin authority; the proposed functions of any such body; and if he will make a statement on the matter. [5138/01]

The Framework for Action on Infrastructural Development, published in November 1999, and the consultation paper, A New Institutional and Regulatory Framework for Public Transport, published by the Minister for Public Enterprise, Deputy O'Rourke, in August 2000, indicated that the institutional arrangements for transport and land use planning in the greater Dublin area would be reviewed. The Dublin Transportation Office, in its long-term transportation strategy, A Platform for Change, published in September 2000, commented on this. The Public Transport Partnership Forum, established under the Programme for Prosperity and Fairness, has agreed a statement on the future institutional arrangements for transport in the greater Dublin area.

The Government is finalising a consultation paper on institutional arrangements for land use and transport planning in the greater Dublin area. This will outline proposals on the institutional arrangements for transport covering roads, public transport, traffic management-enforcement and demand management. It will also address arrangements for strategic land use planning. On the outcome of the consultation process, legislation will be brought forward.
