28 Mrs. B. Moynihan-Cronin asked the Minister for the Environment and Local Government if his attention has been drawn to claims made by a person (details supplied) that many lives could be saved if car fronts were re-designed to make them softer; if he will support the introduction of a European Union directive to achieve this; and if he will make a statement on the matter. [5149/01]

Proposals relating to pedestrian friendly fronts on vehicles are being considered at present by the European Commission. While the car manufacturing industry has made considerable progress in this area, it is understood to favour a voluntary agreement rather than a directive for the implementation of related standards. Discussions on the matter are continuing between the Commission and the car industry.

In line with the commitment in the Government Strategy for Road Safety, 1998-2002, Ireland will support strongly the introduction of new vehicle safety measures at EU level and will move to implement them without delay. Vehicle related safety measures can help to avoid accidents and to mitigate their consequences. However, their full benefit can only be realised in an overall framework of responsible behaviour by road users individually and collectively.
