27 Mr. S. Ryan asked the Minister for the Environment and Local Government the number of local authorities which have drawn up housing strategies under Part V of the Planning and Development Act, 2000; and if he will make a statement on the matter. [5160/01]

Part V of the Planning and Development Act, 2000, commenced on 1 November 2000. Under section 94 of the Act, planning authorities have until the end of July this year to pre pare their housing strategies, and a further three months thereafter to vary their development plans. I urge planning authorities to complete this process as soon as possible so that they can operate the social and affordable housing provisions at the earliest date. Guidelines for planning authorities on housing strategies, along with a model housing strategy, were issued by my Department in December 2000. Regional seminars were held in January to further assist them.

Each county and city manager was asked by the end of January to set out the position of the preparation of their strategies. I will circulate with the Official Report a tabular statement summarising the current position. All of the authorities expect to complete their strategies by the end of July deadline. Progress is being made in Dublin where the affordability issue is most pressing. Fingal County Council completed its draft strategy and started to vary its development plan. Dublin Corporation expects to complete its draft strategy by the end of next month.
