341 Mr. Lawlor asked the Minister for Arts, Heritage Gaeltacht and the Islands if, further to Parliamentary Question No. 347 of 12 December 2000, if she will reverse her decision not to pursue a suggestion that a wider review of the future funding mechanisms for the State broadcaster be instituted, particularly in view of the extensive extracts from the RTE licence fee submission published in a newspaper (details supplied); her views on whether RTE should generate an operating profit on its existing services; her views on whether it will be necessary to raise the annual licence fee to £200 or more in the coming years to finance its digital proposal; and the way in which she proposes to reconcile the requirements of the protocol to preserve public service broadcasting in the Amsterdam Treaty with the growing demands for fairer competition between private broadcasters and State funded broadcasters. My position as outlined in my reply to Parliamentary Question No. 347 of 12 December 2000 has not changed. I recently received the report of PricewaterhouseCoopers who were commissioned to carry out an independent and objective analysis of RTE's application for a £50 increase in the TV licence fee. The report is being examined by officials of my Department and my intention is to bring proposals to Government as soon as possible.

In regard to its finances RTE is obliged, under Section 24 of the Broadcasting Authority Act, 1960, to conduct its affairs so that its revenue is, at least, sufficient to meet all sums properly chargeable to its current account and to make suitable provision with respect to capital expenditure.

I do not believe it is my function to reconcile the provisions of the protocol on public service broadcasting attached to the Amsterdam Treaty with the demands of private sector broadcasters.
