By circular letter EL7/00, dated 22 August 2000, my Department informed local authorities that, with effect from 1 April 2000, the long service increment which was designated as personal to staff in the grades of clerical officer, library assistant and rent collector, salaried, in pay restructuring agreements under the Programme for Competitiveness and Work could be regarded as a permanent part of the pay scale for those officers who complete three years' satisfactory service at the maximum of their pay scale.
By circular letter S.6/00, dated 13 October 2000, local authorities were notified by my Department that pensioners who retired from the grades in question before the commencement dates of the relevant PCW agreements with the requisite three years' service at the maximum of the relevant pay scale should have their pensions increased with effect from 1 April 2000 to reflect the long service increment.
