Requests to move Adjournment of Dáil under Standing Order 31.

I propose to deal with notices of motions under Standing Order 31. There are three different topics which I propose to deal with separately and I will call Deputies in the order in which they submitted them.

I propose to deal with a notice of motion from Deputy Jim Higgins. I call on Deputy Higgins to state the matter of which he has given notice to me.

(Mayo): I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the failure to resolve the dispute at Aer Lingus which has already led to flight cancellations for 20,000 passengers and has resulted in a loss of £8 million for the airline, and the need for Government intervention to prevent further strike action to avert further serious damage to the company and the economy.

Having considered the matter fully, the Ceann Comhairle does not consider it to be one contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.

On the second topic, I propose to deal with a notice of motion from Deputies Bradford, Coveney, Sargent and Joe Higgins. I propose to call the Deputies in the order in which they submitted their notices.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the Taoiseach's offer of an unconditional grant of £60 million to the Gaelic Athletic Association on the eve of an important vote in that association on access to its facilities and his failure to have this grant discussed or approved by the Cabinet.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the failure of the Taoiseach to attach any conditions to his offer of a £60 million grant to the Gaelic Athletic Association for the development of Croke Park and his failure to discuss this matter with the other members of his Cabinet.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the need for the Taoiseach to respond to the widespread view that the £60 million of taxpayers' money being given to the GAA is a form of bribery to that association for supporting the national stadium while community based sporting activities and organisations continue to be starved of resources and facilities.

(Dublin West): I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the circumstances and timing in which a sum of £60 million of taxpayers' funds was promised to the GAA on behalf of the Government, and especially whether the Cabinet had approved this allocation, whether the timing was designed to influence the outcome of the GAA congress vote on the future use of Croke Park by other sports, and whether conditions were laid down by the Government designed to make the national stadium project appear more viable.

Having considered the matter fully, the Ceann Comhairle does not consider it to be one contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.

On the third topic, I propose to deal with a notice of motion from Deputy Naughten. I call on Deputy Naughten to state the matter of which he has given notice to me.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the threatened loss of more than 250 jobs nation wide and the postponement of a £5 million investment which would create a further 65 jobs in the midlands by Cellular 3, trading as Imagine, due to the delay in opening up competition in the mobile telephone market, and the need for immediate action to be taken by the Minister for Public Enterprise to ensure the full implementation of the regulatory framework for access to the mobile telephones market and to expedite the Communications (Regulation) Bill to ensure parity of competition with other EU countries.

Having considered the matter fully, the Ceann Comhairle does not consider it to be contemplated by Standing Order 31, therefore I cannot grant leave to move the motion.
