Paul Connaughton

Ceist:

211 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development when a slatted house grant payment will be made to a person, details supplied, in County Galway; and if he will make a statement on the matter. [13516/01]

Under the national scheme for the control of farm pollution a payment will issue within the next two weeks to the person named.

212 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development the reason a rural environmental protection scheme cheque which was due on 31 December 2000 has not been received by a person (details supplied) in County Galway; and if he will make a statement on the matter. The person named applied for payment on 30 January 2001. When his application was being processed it emerged that an additional document, form REPS 1A, was required. The applicant was written to on 21 March 2001 requesting this form. It was received on 3 May 2001 and payment will now issue within two weeks.

213 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development the reason a reduced REP scheme payment was made to a person, details supplied, in County Galway; the reason this file attracted an interest payment; and if he will make a statement on the matter. [13518/01]

The fourth year application from the person named was chosen for a pre-payment compliance inspection. The inspection detected a number of breaches of the scheme conditions and a 30% penalty was imposed. It also emerged that there had been a reduction in the area eligible for payment. Where there is a reduction in the area eligible for payment, money paid previously in respect of the land in question must be recouped.

In accordance with a requirement of EU regulations, my Department must charge interest on all penalties and recoupments and the annual rate of interest is 8%. The total interest charge in this case amounted to IR£190.42. My Department will write directly to the person named within the next ten days to explain fully how his payment was calculated.

Ceist:

214 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person, (details supplied) in County Mayo will receive his entitlements in all schemes for 1999. [13569/01]

In the light of the processing of the 2000 area aid application of the person named, his 1999 area aid application has been cleared for payment without penalty, with the area for payment purposes being determined at 12.18 hectares.

The person named made applications under the 1999 cattle headage scheme and the 1999 suckler cow premium scheme. He was paid his full entitlement of £384 under the 1999 cattle headage scheme on 5 October 1999. Payment of his outstanding grants under the 1999 suckler cow premium scheme and the 1999 extensification premium scheme will issue to him within the next 14 days.
