The person's application for carer's allowance was disallowed as it was not considered, on the basis of the medical evidence submitted, that the care recipient was so disabled as to require full-time care and attention.
An appeal against this decision was made to the social welfare appeals office and further medical evidence was submitted. In the light of this new evidence the deciding officer has revised the initial decision and a carer's allowance has been awarded with effect from 1 March 2001. Arrears of payment due will issue shortly.
Under social welfare legislation decisions in relation to claims must be made by deciding officers and appeals officers. These officers are statutorily appointed and I have no role in regard to making such decisions.
