213 Mr. Boylan asked the Minister for Agriculture, Food and Rural Development when payment of headage will be made to a person (details supplied). [20029/01]

The person named applied on four beef cows and one heifer under the 2000 suckler cow scheme and payment will issue shortly.

Payments amounting to £883.81, of which the first instalment of £415.30 was paid on 23 June 2000, the second instalment of £194.55 was paid on 23 October 2000 and the third instalment of £273.96 was paid on 16 February, under the 2000 ewe premium scheme issued to the person named. These payments were subject to a 1% late application penalty. The closing date under the 2000 ewe premium scheme was 20 January 2000 and the application of the person named was received on 21 January 2000.
Payments amounting to £549.45 under the 2000 sheep headage scheme issued to the person named, £495 on 8 September 2000 and £54.45 on 20 December 2000. These payments were subject to a late application penalty of 1%. The closing date under the 2000 sheep headage scheme was 20 January 2000 and the application was received on 21 January 2000.
The person named applied on 11 animals under the 2000 cattle headage scheme. When her application was being processed it was discovered that two animals, tag numbers 121320970027 and 121320980028 were not in her ownership and possession when the application was lodged. She was written to by my Department on 21 November 2000 advising her that she was in breach of paragraph 19 of the terms and conditions of the cattle headage scheme, and informing her of the decision to disqualify her from the 2000 cattle headage scheme. She was given the opportunity to have this decision reviewed by writing to the regional higher executive officer setting out any facts which she wished to put forward to support her case. Her application for a review was received by my Department on 7 December 2000. The review, which has necessitated an on-farm visit, is currently under way, and will be finalised shortly when the findings will issue to her.
