313 Mrs. Owen asked the Minister for the Environment and Local Government if his attention has been drawn to the fact that Fingal County Council, due to lack of resources in staff, cannot proceed to carry out works such as area action plans for a number of areas that have been zoned for housing; if his attention has further been drawn to the fact that traffic management plans required in such places as Skerries cannot be carried out due to lack of resources; when he will indicate to the Fingal County Manager that the council may hire the necessary staff; and if he will make a statement on the matter. It is a matter for the management in each local authority to decide the staffing levels required to deliver its services and sanction need only be sought from my Department whenever it is proposed to create new posts outside a local authority's authorised staffing number. My Department has not received any such requests from Fingal County Council in relation to the matters raised by the Deputy.
