156 Mr. Quinn asked the Minister for Agriculture, Food and Rural Development the committees, boards, companies or other bodies under the auspices of his Department which were established pursuant to statutory instrument; the particulars of the statutory instrument in each case; if there are proposals to have the body in question given a basis in statute as opposed to statutory instrument; and if he will make a statement on the matter. I propose to take Questions Nos. 154 to 156, inclusive, together.

My Department is in the process of establishing the agriculture appeals office on a statutory basis.

The following committees-bodies were established by my Department on a non-statutory basis: the agri-food 2010 committee; the beef task force; the sheepmeat forum; the monitoring committee on implementation of the recommendations of the sheep forum; the technical committee on meat inspection fees; the food agency co-operation council; the food quality assurance schemes review group; the food institutional research measure committee; the food NDP monitoring sub-committee; the task force on agricultural education and training; the strategy group for the pig industry; the agenda 2000 consultative group; the interdepartmental committee on dangerous and exotic animals; the inter-agency group on the silvermines investigation; the BSE scientific advisory committee; the equine liaison committee; the monitoring committee under the protocol on direct payments to farmers; the organic development committee; the monitoring committee for leader; the mid-term review consultative committee on milk quotas; the quota review group; the advisory committee on the role of women in agriculture; the monitoring committee on the CAP rural development plan, 2000-2006; consumer liaison panel; and the advisory forum on farm animal welfare.

It is also intended to establish the beef consultative group on EU policy on a non-statutory basis to assist this Department in assessing options for Ireland in relation to the forthcoming mid-term review of Agenda 2000. I do not consider it necessary to establish any of the above on a statutory basis. The Horse and Greyhound Racing Act, 2001, established Horse Racing Ireland, a new State body, which replaced the Irish Horseracing Authority.
