678 Mr. Howlin asked the Minister for Social, Community and Family Affairs if a person (details supplied) in County Wexford who has resided here since 1988 and is now aged 61 is required to make class S social insurance contributions in relation to self-employment which has generated income since 2001; and if she will make a statement on the matter. [13339/02]

All self-employed people have a legal obligation to pay PRSI provided their annual earnings are in excess of €3,174. The person concerned was classified as having no net tax liability by the Revenue Commissioners in February 1999 and the case was referred to this Department to determine if he had a PRSI liability. Details of earnings have been requested for years 1998-99, 1999-00 and 2000-01, and when this information is received, a decision will be taken in relation to whether a PRSI liability exists.
