For the information of the House, this was a proposal to amend the Constitution to protect our traditional military neutrality. In view of the fact that the proposal for the second Nice referendum question will include a safeguard that will have the same effect, it is the view of the Labour Party that this legislation in our name is no longer required. We, therefore, seek leave to withdraw it and we thank the Government for including the thrust of our proposal in the wording that will be put to the people.
