I received the report of the Forum on Broadcasting in mid-August. I then placed a notice in the national media seeking comments from interested parties by the end of September. I am considering the recommendations of the forum in conjunction with the submissions I have received. Later this year, I will outline how I intend to proceed in relation to the forum's recommendations.
In relation to the specific issue of subtitling, section 19(11) of the Broadcasting Act, 2001, provides that the Broadcasting Commission of Ireland shall make rules requiring each broadcaster to take specified steps to promote the understanding and enjoyment of television by persons who are deaf or hard of hearing.
