162 Mr. Ring asked the Minister for Agriculture and Food if a person (details supplied) in County Mayo was assessed correctly for de-stocking purposes; and if he will provide a detailed breakdown of the calculations in this case. [21148/02]

According to the commonage framework plan the destocking percentage in respect of the commonage concerned is 45.05%. The person named held a ewe quota in 2001 for 352 ewes and his bovine units in 2001 from the CMMS converted to 108.94 ewe equivalents (bovine units x 6.7) bringing the total ewe equivalents to 460.94, i.e. 352 + 108.94. He declared 248.27 hectares of land, including 159.2 hectares of commonage land, on his 2001 area aid application. Therefore the stocking density for his holding is 1.86 ewe equivalents per hectare, which was obtained by dividing the total ewe equivalents of 460.94 by the total forage area of 248.27.

Based on these figures, the usual formula to calculate the destocking under the commonage framework plans was then applied, i.e. the stocking density multiplied by the hectares of commonage land multiplied by percentage destocking. The calculation in respect of the person named was therefore (1.86 x 159.2) x 45.05% resulting in 133 quota rights being destocked. Since he held a quota of 352 premium rights, his quota for 2003 will be 219, i.e. 352 less the 133 to be destocked. It should be noted that the person named is a participant in REPS 2, and qualifies for an annual payment of €11,360 which includes an element of compensation for destocking on the commonage land.

163 Mr. Ring asked the Minister for Agriculture and Food the reason for the shortfall in a ewe premium 2002 payment which issued to a person (details supplied) in County Mayo recently; the reason this person did not receive the supplementary payment of ?7 per eligible ewe, formerly rural world premium; and when this person will receive this payment. The person named received his full entitlement under the 2002 ewe premium scheme but payment of the supplementary premium was delayed pending final processing of the 2002 area aid details. This processing has now been completed and payment of the supplementary premium will be made shortly.

Breeda Moynihan-Cronin

164 Ms B. Moynihan-Cronin asked the Minister for Agriculture and Food the reason for the delay in payment of sheep headage to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [21199/02]

Under the 2002 ewe premium the person named applied on 130 ewes. To enable his application to be processed for payment a form was sent to him seeking details of any losses incurred during the retention period. This form was returned to the local office but as the person named had not completed all the relevant sections it should have been returned to the person concerned for completion. However, due to an oversight in the local office this was overlooked. This form was returned to the person named on 7 November 2002 and as soon as the completed form is received in the local office his claim will be processed for payment.

Moynihan-Cronin asked the Minister for Agriculture and Food the reason for the delay in digitising an area application on behalf of a person (details supplied) in County Kerry which is holding up payment of suckler grant and cattle headage; and when this person can expect payment. [21200/02]

The 2002 area aid application for the person named has been fully processed with an area determined for payment purposes of 47.18 hectares. The person named will be paid his full entitlement under the 2002 area-based compensatory allowance scheme and the 2002 suckler cow premium scheme shortly.
