106 Mr. McHugh asked the Minister for Finance when the programme of decentralisation will be announced; and if he will make a statement on the matter. [12429/03]

107 Mr. McHugh asked the Minister for Finance if the proposed programme of decentralisation will be used to underpin the national spatial strategy by ensuring that decentralisation takes place in hub towns identified in the strategy; and if he will make a statement on the matter. [12430/03]

I propose to take Questions Nos. 106 and 107 together.

As I have said previously, on many occasions, there is a wide range of important issues to be considered before a final decision is taken on a new programme of decentralisation. The national spatial strategy is an important element which will be given appropriate consideration as part of the deliberative process. Other issues must also be considered, including the concerns of staff regarding their futures, managements' concerns in relation to delivery of the public services for which they have responsibility and the many submissions received on behalf of towns around the country.

Given the range of these considerations it is not possible for me to state at this time when the Government will be in a position to take a decision on this matter.
