Ceist:253 Mr. Ellis asked the Minister for Agriculture and Food if a REP scheme payment will be granted to a person (details supplied) in County Leitrim. [15644/03]

My Department was obliged to withhold the fifth-year REPS payment from the person named and offset it against an existing overpayment, which arose because he did not hold an organic licence for the full period of his participation in the scheme.
The person named has already been notified of the position in relation to the overpayment.
