Bernard J. Durkan

Ceist:

193 Mr. Durkan asked the Minister for Agriculture and Food if he will review the refusal of cow and heifer premiums for 1990 in the case of a person (details supplied) in County Kildare; and if he will make a statement on the matter. [16714/03]

As indicated in previous replies the person named was paid premium on 44 animals under the 1990 suckler cow premium scheme. There are no further grants due to the person named under this scheme and I have no plans to have the case further reviewed.

194 Mr. Connaughton asked the Minister for Agriculture and Food when a decision will be made on a REP scheme application in the name of a person (details supplied) in County Galway; and if he will make a statement on the matter. [16715/03]

The office dealing with this application has, until very recently, been affected by industrial action. Consequently there is a backlog of applications to be processed and it is not possible at this time to say exactly when the application referred to will be dealt with. Outstanding payment applications to be processed as quickly as possible.

195 Mr. Connaughton asked the Minister for Agriculture and Food when an application for installation aid by a person (details supplied) in County Galway will be approved; and if he will make a statement on the matter.

My Department has no record of having received an application under the installation aid scheme from the person named. There is a possibility that this application may be among the backlog of unopened post created by the recent CPSU industrial action. This possibility is being checked at present and I will revert to the Deputy on this matter.

196 Mr. Hayes asked the Minister for Agriculture and Food the breakdown of all premium payments and subsidies on stock paid to a person (details supplied) in County Tipperary for 2002. [16717/03]

The person named applied for a total of 188 animals under the 2002 special beef premium scheme and was selected for a producer inspection. During the inspection it was established that two of the animals on the holding were non-compliant with the identification and registration requirements. A total of seven animals were rejected for payment from the first five applications as having been previously paid special beef premium in the age category for which they were submitted; one animal was rejected as having died before the date of application and one animal was rejected for non-compliance with the Cattle Movement Monitoring System, CMMS. The 80% advance was paid in respect of the remaining 145 animals on the first five applications.

The sixth special beef premium application was in respect of 34 animals, two of which were rejected as premium was previously paid. One animal has been rejected for payment as it was slaughtered prior to the date of application and one further animal has been rejected due to CMMS non-compliance. The advance payment on the 30 eligible animals will be paid shortly.
The balancing payment for special beef premium will issue later this month and will be reduced to take into account reductions for identification and registration non-compliance and breaches of scheme rules. As the person named has applied on in excess of 50 animals under the special beef premium scheme, the number of animals on which premium will be paid will be reduced in line with the quota overshoot rate, which will be finalised this week.
The person named applied for 2002 slaughter premium in respect of 174 animals. Some 30 of these animals were heifers under 30 months of age at slaughter and therefore are eligible for national envelope top up. Payment in respect of both of these schemes will issue shortly now that the outstanding special beef premium issues have been resolved.
Under the 2002 ewe premium scheme and ewe premium national envelope the person named was paid €924.00 and €55.44 in respect of 44 ewes on 16 October 2002 and 3 March 2003, respectively. The person named participated in 2002 extensification premium, opting for the census system. A stocking density of 1.177 livestock units per hectare has been established for the holding. Where the stocking density of a holding is less than 1.40 livestock units per hectare, payment may issue at the rate of €80 for each animal that has already qualified for payment in the holding of 2002 special beef premium and-or suckler cow premium. Extensification premium for 2002 cannot issue until the 2002 special beef premium balancing payment has been paid.

John Perry

197 Mr. Perry asked the Minister for Agriculture and Food when a person (details supplied) in County Sligo will receive payment regarding a grant application; and if he will make a statement on the matter. [16745/03]

The person named is an applicant under the farm waste management scheme. Payment of €4,693.10 was made to the person concerned on 13 June 2003.

199 Mr. Crawford asked the Minister for Agriculture and Food when a person (details supplied) in County Cavan will receive slaughter premium on one animal; and if he will make a statement on the matter. [16788/03]

Some 103 animals were found to be eligible to the person named under the 2001 slaughter premium scheme in respect of the named persons first herd number and payment has issued in full in respect of these animals. The outstanding issue regarding the retagging of the animal referred to has been satisfactorily resolved and payment will be issued within the next two weeks.

200 Mr. Crawford asked the Minister for Agriculture and Food when a person - details supplied - in County Cavan will receive suckler cow premium on six animals; and if he will make a statement on the matter. [16792/03]

The person named applied for premium on 56 animals under the 2002 suckler cow premium scheme. An 80% advance payment for €1,075.92 issued on 16 October 2002 for six animals, as this was the number of quota rights on record at that time. A further instalment for €8,966.00 issued on 25 November 2002 representing 80% payment for 50 animals. Balancing payments of €2,241.50 and €268.98 issued on 15 May 2003 and 16 June 2003 respectively for 50 animals and six animals. The payments made represent full payment for the 56 animals applied on.
