Written Answers. - Strategic Management Initiative.

169 Mr. R. Bruton asked the Tánaiste and Minister for Enterprise, Trade and Employment the key indicators of input, output, outcome and performance which her Department monitors as part of the strategic management initiative; and the trend in these indicators in each year since 1997. [18685/03]

My Department's statements of strategy, which are developed and published every three years, set out the mission and goals which drive its work programme. The first and second statements of strategy covered the periods 1998 to 2000 and 2001 to 2003; each statement contained a number of strategic goals and outlined specific actions to achieve those goals and described performance indicators for those actions. Progress on these indicators has been reported in successive annual reports, which are available on the Department's website, www.entemp.ie. The statement of strategy for the period 2003 to 2005 is currently being finalised. Strategic goals will outline how this mission is to be achieved; each will have a number of specific actions and related performance indicators. Progress in respect of each of these indicators will be detailed in my Department's forthcoming annual reports.

My Department has agreed, in accordance with the terms of the PPF, a range of specific and measurable performance indicators for public service modernisation in the context of the strategic management initiative over the period April 2001 to April 2002. A detailed progress report was submitted in May 2002 to the Civil Service quality assurance group established under the PPF. The report outlined progress on the overall strategic management framework, enhancement of partnership, organisational flexibility, capability and policy analysis, quality customer service and e-public services and internal issues such as human resource and performance management, training, equality and financial and IT management. My Department is currently preparing an action plan under Sustaining Progress in which it outlines specific actions it will implement in order to advance the modernisation agenda within the Department over the duration of the partnership agreement. It is based on a number of themes outlined in the social partnership document. This action plan has been endorsed by the Department's partnership committee. Progress on these actions will be reported periodically to the Civil Service performance verification group.
