185 Mr. Wall asked the Minister for the Environment Heritage and Local Government if a person (details supplied) in County Kildare is still permitted to proceed with their application for a first-time buyer's grant; and if he will make a statement on the matter. [25927/03]

I refer to replies to Questions Nos. 176 and 345 of 16 April and 3 July, respectively.

Special arrangements have been in place, in the context of the administration of the housing grants scheme, to reflect the different contractual arrangements applying to new houses purchased under the shared ownership and affordable housing schemes. Upon further consideration of the issues involved, my Department is reviewing its examination of the circumstances of this case. The outcome will be communicated to the applicant as soon as possible.

186 Mr. Wall asked the Minister for the Environment Heritage and Local Government if a person (details supplied) in County Kildare is entitled to a first-time buyer's grant; and if he will make a statement on the matter. [25928/03]

The new house grant scheme was terminated as and from 14 November 2002. However, subject to the conditions of the scheme, a grant may be approved where a contract to purchase or to build a house was entered into or, in the case of a self build house, the foundations were poured on or before 14 November 2002 and the application for the grant was received in my Department on or before 4 December 2002. In this case a new house grant cannot be allowed because the contract to purchase the house was effected subsequent to 14 November 2002 and it was not built by the purchaser.
