146 Mr. Timmins asked the Minister for Foreign Affairs the position in relation to a Ukraine citizen who has been accepted as a student at a college here and needs to apply for a visa to enter the country to take up this place; if, due to the fact that she live two days away from the embassy in the Ukraine, her application can be made by her boyfriend here who has all their papers; and if he will make a statement on the matter. Visa applicants are normally asked to submit their application through the embassy or consulate in their country of permanent residence. Applications can be submitted by post. The staff in the embassy or consulate are considered best placed to verify the authenticity of documents submitted, most of which will not be in English. Visa applications are normally only taken in Ireland where the person is resident here or if there is no Irish Embassy or consulate in their country of residence.

However, as all the documentation in this case is already in Ireland, the application can be made directly to the Visa Office, Department of Foreign Affairs, 13-14 Burgh Quay, Dublin 2.
