Scrutiny of EU Legislative Proposals

We are now in public session to discuss EU legislative proposals. Proposal No. 1.1 is COM (2012) 150, a regulation of the European Parliament and of the Council amending Directives 1999-4 (EC), 2000-36 (EC), 2001-111 (EC), 2001-113 (EC) and 2001-114 (EC) as regards the powers to be conferred on the Commission. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

No. 1.2 is COM (2012) 155, a regulation of the European Parliament and of the Council amending Council Regulation (EC) 1098-2007 of 18 September 2007 establishing a multi-annual plan for the cod stocks in the Baltic Sea and the fisheries exploiting those stocks. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

No. 1.3 is COM (2012 )162, a regulation of the European Parliament and of the Council amending Regulation (EC) 1760-2000 as regards electronic identification of bovine animals and deleting the provisions on voluntary beef labelling. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

No. 1.4 is COM (2012) 172, a regulation of the European Parliament and of the Council on imports of rice originating in Bangladesh. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

No. 1.5 is COM (2012) 182, a Council regulation amending Regulations (EU) 43-2012 and (EU) 44-2012 as regards the protection of the species giant manta ray and certain fishing opportunities. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

No. 1.6 is COM (2012) 192, a Council decision establishing the position to be adopted on behalf of the European Union with regard to certain resolutions to be voted in the framework of the International Organisation for Vine and Wine. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

No. 1.7 is COM (2012) 211, a Council decision establishing the position to be adopted, on behalf of the European Union, within the Food Aid Committee as regards the extension of the Food Aid Convention 1999. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

It is proposed to take Nos. 1.8, 1.9 and 1.10 together. No. 1.8 is COM (2012) 246, a Council regulation on the allocation of fishing opportunities under the protocol setting out the fishing opportunities and financial contribution provided for in the Fisheries Partnership Agreement between the European Community on the one hand and the Government of Denmark and the Home Rule Government of Greenland on the other. No. 1.9 is COM (2012) 247, a Council decision on the conclusion of the protocol setting out the fishing opportunities and financial contribution provided for in the Fisheries Partnership Agreement between the European Community on the one hand and the Government of Denmark and the Home Rule Government of Greenland on the other. No. 1.10 is COM (2012) 248, a Council decision on the signing on behalf of the European Union and the provisional application of the protocol setting out the fishing opportunities and financial contribution provided for in the Fisheries Partnership Agreement between the European Community on the one hand and the Government of Denmark and the Home Rule Government of Greenland on the other. It is proposed that the proposals do not warrant further scrutiny. Is that agreed? Agreed.

No. 1.11 is COM (2012) 277, a regulation of the European Parliament and of the Council amending Council Regulation (EC) 2371-2002 on the conservation and sustainable exploitation of fisheries resources under the Common Fisheries Policy. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

No. 1.12 is COM (2012) 296, a Council decision on the position to be taken by the European Union in the EEA joint committee concerning an amendment to Annex II (technical regulations, standards, testing and certification) to the EEA agreement. It is proposed that the proposal does not warrant further scrutiny. Is that agreed?

That concludes EU scrutiny. I propose that we suspend the meeting for several minutes to allow the witnesses appearing before the committee to take their seats and the meeting will resume as soon as they have done so.
