Business of Joint Committee.

I now turn to correspondence from the sub-committee on EU scrutiny. The sub-committee has examined a number of proposals falling within the remit of the Department of Foreign Affairs. We will note these proposals, starting with COM (2004) 324. The second is COM (2004) 371, a proposal for a Council decision on interim agreement on trade and trade related matters between the EU and the new member states. COM (2004) is a proposal for a Council decision on stabilisation and association agreement between the EU and the new member states. COM (2004) 426 is a proposal for a Council decision on the implementation of article 84 of the Euro-Mediterranean agreement establishing an association between the EU and Morocco. COM (2004) 328 is a proposal for a Council decision relating to the Euro-Mediterranean agreement, the EU and Egypt, to take account of accession of the new member states. COM (2004) 442 is a proposal for a Council regulation concerning certain restrictive measures in respect of Sudan. COM (2004) 411 is a proposal for a Council decision on the European agreement establishing an association between the EU and Bulgaria. COM (2004) 419 is a proposal for a Council decision on the Community position within the EU-Mexico joint council concerning the amendments to the joint council decision in 2000.

COM (2004) 339 is a proposal for a Council regulation setting up a Community regime for the control of exports of dual use items and technology. COM (2004) 208 is a proposal for a Council decision on the position to be adopted by the Community within the ACP-EC Council of Ministers regarding the position on the use of the reserve of the long-term development envelope of the ninth European development fund. COM (2004) 423 is a proposal for a Council decision concluding consultations with Guinea Bissau under Article 96 of the Cotonou agreement.

The sub-committee has recommended that no further scrutiny of these proposals is necessary. Is that agreed? Agreed. The sub-committee has also asked us to take note of several other proposals which were adopted before scrutiny and two CFSP measures. Details were circulated with the agenda and we should note those.

The joint committee went into private session at 3.30 p.m. and adjourned at 3.35 p.m. until 10 a.m. on Thursday, 7 October 2004.
