As a matter of procedure, Chairman, would the Minister not open the section by making some brief comment on it as would be the normal procedure in the Dáil? That might be helpful by way of an explanation that would shorten the debate.

This particular section is the usual expenses provision for any expenses that may be incurred by the Minister in administering the Act.
