I should like to congratulate Mr. Michael Kilroy on his promotion. We should record our appreciation of his very unusual skill and diligence as Clerk of the Joint Committee during my own chairmanship and the chairmanship of my two predecessors. I hope all Members of the Joint Committee join with me on that.

I should like to welcome Mr. Martin McMahon, the new clerk, to the position he now occupies and in respect of which duties he promises so well. I will be leaning on him. He has been very helpful. I am sure we all join in congratulating Mr. McMahon on taking on what is an onerous and very responsible task. I wish him well.
