Public Business. - Control of Manufactures Bill—Message from the Dáil.

"Dáil Eireann has agreed to the Amendment in lieu and to the further Amendment made by Seanad Eireann to the Control of Manufactures Bill, 1932; it has agreed to Amendments Nos. 15 and 16, to which it had disagreed and upon which Seanad Eireann had insisted, as amended by the deletion in each of these Amendments of the words ‘contained in regulations made under this Act' and the substitution therefor in each case of the words ‘to be prescribed'; to which the agreement of Seanad Eireann is desired."
The Seanad went into Committee.

I move:—

That the Seanad agrees with the amendment made by the Dáil to amendment 15 made by the Seanad to the Control of Manufactures Bill, 1932.

I have carefully examined the proposed change of words in the amendment made by the Dáil and I find that the effect has been what the present Minister for Justice would call to make the matter a little more artistic. So far as I can see it makes no difference to the amendment and is perfectly satisfactory from my point of view. As far as I am concerned, there is only one very serious blot in the Bill, which I do not want to discuss now, with regard to persons who were born in the Six Counties, and who must reside here for a period of years before they can obtain a licence.

I think the Senator is wandering outside the scope of the Bill.

That is true.

I am in order in saying that we can claim that the Bill is a very much better Bill than when it first came to us. It is a matter for considerable satisfaction that on further consideration the Dáil has agreed to the principle of the amendment.

I would like to explain that the reason for the minor change in the phraseology was to bring it into harmony with Section 12 as the Bill now stands, but which was Section 11 in the original draft. The phrase was changed so that it would be in conformity with that.

That the Seanad agrees with the amendment made by the Dáil to amendment No. 16 made by the Seanad to the Control of Manufactures Bill, 1932.

The Minister's explanation is clear, but I am in a certain amount of difficulty because, when I endeavoured to kill time until Senator Sir John Keane had written out his amendment, I found I was treading on Senator O'Doherty's corns.

I only wished to draw attention to the fact that the matter was not strictly in order.
