Seo Bille chun údarás críochnaitheach, reachtúil a thabhairt le haghaidh na ndeontas go léir a vótáil Dáil Éireann ó hachtaíodh an tAcht Leithreasa san Iúil seo caite. De dhroim Dáil Éireann a bheith á scor go luath fritheadh gur gá an Bille seo atá anois os comhair an Tí d'achtú freisin. Measaim go dtuigeann an Seanad gur gá na hAchta Leithreasa seo a rith, agus chítear dom ná fuil aon ghá le haon trácht uaimse seachas a chur i bhfios, mar chífeas na Seanadóirí féin faoi Alt 1, go ndéanann an t-alt sin socrú chun £6,425,580. d'eisiúint as an bPríomh-Chiste don bhliain dar críoch an 31ú Márta, 1948. Tá an méid sin ag teastáil in aghaidh na Meastachán Forlíontach atá i gceist. Tá an gnáth-shocrú in Alt 2 chun a chumasú don Aire Airgeadais an méid sin d'fhail ar iasacht chun íoc as na héilithe a déanfar ar an Stát-Chiste. Ní móide go mba ghá dhó airgead d'fháil ar iasacht, ach is socrú é is gnáth a bheith sna hAchta Leithreasa.
This is a Bill to give final and statutory authority for all grants voted by Dáil Éireann since the enactment of the Appropriation Act in July last. Owing to the impending dissolution of Dáil Éireann it has been found necessary to have the second measure, which is now before the Seanad, passed also. I think the Seanad is familiar with the necessity for the passage of these Appropriation Acts, and I do not think I am called upon to say very much except, perhaps, to indicate that, as Senators will see under Section 1, the section provides for the issue from the Central Fund of £6,425,580 for the year ending on the 31st March, 1948. The amount is required to cover the Supplementary Estimates which are indicated. There is the usual provision in Section 2 to enable the Minister for Finance to borrow up to that amount for the purpose of meeting the demands on the Exchequer. That, of course, may not be necessary, but it is the usual provision which is inserted in all Appropriation Bills.
