I would like to see a piece of legislation that did not have that provision. Will the Minister accept an amendment to delete section 4?

Is it contemplated that bodies will do some of the work on behalf of the Minister under this Bill, and if so, will there be a provision to provide the necessary finance that may be incurred in that sort of operation and would this section cover that?
