Would it be possible to put in some provision here whereby all moneys received by the Minister under the Bill should be utilised by the Minister for the purposes of the Bill?
The Deputy means preservation purposes?
Yes.
That is a proposal that is often thought about, but the Minister for Finance is the guardian of the public purse and he must control it by having a section like this inserted in the Bill.
They are all subject to audit.
