403 Deputy Darragh O’Brien asked the Minister for Health and Children the progress in improving health services for children with anaphylaxis; the steps being taken in respect of same; whether her Department is in contact with an organisation (details supplied); and if she will make a statement on the matter. The purpose of the organisation referred to in the Deputy's question is to promote awareness of the needs of persons suffering from various allergies. Allergic reactions range from the more common minor skin conditions to severe reactions including anaphylaxis. The organisation concerned wrote to my office regarding services for people affected by anaphylaxis. As the matters raised were of an operational nature, my Department asked the HSE to respond directly to the organisation and the HSE has informed my Department that it responded on 15th January 2008. The organisation was also in touch with the Chief Medical Officer of my Department and was recently furnished with statistical information in relation to hospital discharges with a diagnosis of anaphylaxis in the years 2002 to 2006.

Allergy services are delivered in the primary care setting as well as public hospitals which provide further services for the identification and management of allergies. Statutory responsibility for the management and delivery of health and personal social services rests with the Health Service Executive and my Department has requested the Parliamentary Affairs Division of the Executive to provide the Deputy directly with information on the provision of allergy services.

Operational responsibility for the management and delivery of health and personal social services is a matter for the Health Service Executive and funding for all health services has been provided as part of its overall Vote. Therefore, the Executive is the appropriate body to consider the particular case raised by the Deputy. My Department has requested the Parliamentary Affairs Division of the Executive to arrange to have the matter investigated and to have a reply issued directly to the Deputy.

Patients waiting more than three months on a surgical waiting list may qualify for treatment under the National Treatment Purchase Fund. It is open to the person in question or anyone acting on their behalf to contact the Fund directly in relation to their case.
