Ceist:260 Deputy Richard Bruton asked the Minister for Health and Children the reason for the delay in opening a facility (details supplied) in County Dublin which was granted a derogation from the moratorium on recruitment but has not yet been granted despite the fact that the building has been completed since July 2009; and if her attention has been drawn to the very acute needs of the proposed residents.
