Deputy Luke 'Ming' Flanagan asked the Minister for Education and Skills further to Parliamentary Question No. 101 of 3 October 2013, when asked to explain return to risk, if he will confirm the date on which and the reasons for the decision; the reason he agreed to a return to risk element with Bus Éireann for the payment to Bus Éireann for the school transport services; and if he will make a statement on the matter.
