196. Deputy John McGuinness asked the Tánaiste and Minister for Social Protection her views on the issues raised by a person (details supplied) in County Carlow in correspondence sent to her regarding that person's means test, property tax, water charges and other taxes; and if she will make a statement on the matter. In a written reply on 10 October 2014, the person concerned was advised that, based on the contributions paid, he did not hold an entitlement to an insurance-based benefit payment. He was also advised that the alternative to an insurance-based payment is a means-tested payment and that any income he or his wife had would be taken into consideration under the means test. He was also advised that the current maximum rate of payment for a couple was €312.80 per week and if their joint income was below this rate he should make an application for Jobseeker’s Allowance.

In a written reply to further correspondence on 17 June 2015, the person concerned was advised that any income that his wife had would be assessable in relation to any means-tested claim that he might make, such as Jobseeker’s Allowance or Disability Allowance. He was also advised of his right to appeal any decision in relation to such a claim to The Chief Appeals Officer.
