483. Deputy Charlie McConalogue asked the Minister for Education and Skills the number of teachers employed directly in providing support to children for whom English was not their first language in the current school year and in the 2008-2009 school year; and if she will make a statement on the matter. Reforms introduced in the 2012/13 school year created a single simplified allocation process for both learning and language support. At primary level, learning/language support hours are allocated on the basis of mainstream classroom teaching posts in the school. At post-primary level, learning/language support is allocated on the basis of pupil numbers. Schools have autonomy to deploy this resource between learning support and language support depending on the specific needs of the school.

The new arrangements also provided for additional permanent teaching posts to be given to schools with high concentration of pupils that require language support.

Further additional temporary support is also provided, as necessary, to schools that have high concentrations of pupils that require language (EAL) support. At primary level, these allocations are made on the basis of appeals by any of these schools to the Primary Staffing Appeals Board. Where at least 20% of the total enrolment of the school is made up of pupils that require EAL support, the school may lodge an appeal with the Appeals Board. Having considered the circumstances outlined by the school and having regard to the high number of pupils requiring EAL support, additional post(s) may be approved by the Appeals Board.

The Inspectorate of the Department of Education and Skills does not have overall responsibility for the probation of newly qualified teachers. From 1 September 2012, the Teaching Council is the decision-making body with statutory authority to determine criteria and procedures for probation for registration of newly qualified teachers. The Council has outlined a service requirement and a professional competence requirement for the probation process. Currently, the Inspectorate supports the process of probation for registration purposes at the request of the Teaching Council in some primary schools. Inspectors conduct inspection visits to inform the Council about the professional competence requirement of conditionally registered teachers in these schools. These inspection visits are part of the Inspectorate's annual programme of work. Generally, the time allocated to these inspection visits ranges from one half day to one day per teacher in a year.

The numbers of primary teachers who satisfied the professional competence requirement of the probation process by means of inspection visits for each academic year from 2010/11 to 2014/15 and whose details were provided to the Teaching Council are as follows: 1924 teachers in 2010/11; 1961 teachers in 2011/12; 1918 teachers in 2012/13; 1715 teachers in 2013/14 and 1778 teachers in 2014/15.

These teachers will also have had to satisfy the Council regarding service requirements and the Inspectorate is not involved in that process. In addition, since 2013/14, a number of teachers have satisfied the professional competence and service requirements for full registration through the Council's Droichead process. Consequently, the Inspectorate is not aware of the total number of teachers who have satisfactorily completed the probation process for registration with the Teaching Council within the years 2010-2014.

The numbers of primary teachers who were inspected but who did not satisfy the professional competence requirement of the probation process by means of inspection visits for each academic year from 2010/11 to 2014/15 are as follows: 70 teachers in 2010/11; 48 teachers in 2011/12; 62 teachers in 2012/13; 51 teachers in 2013/14; and 54 teachers in 2014/15.

These teachers may have satisfied the professional competence requirement in subsequent years.

St. Patrick's College and Mary Immaculate College are funded via the Higher Education Authority. The average unit cost is estimated by the Higher Education Authority to be between €10,000 - €12,000 per annum per student.

Photography costs of approximately €1,860 are outlined for the Deputy's information in the documents below. To mark the 90th anniversary of the Department in its modern form since the establishment of the Ministers and Secretaries Act, 1924 a sum of approximately €7,500 was paid in July 2014 by my Department for the restoration, framing and installation of photographs in order to establish a photo gallery of Ministers and Secretaries General who have served in the Department. Since my appointment, no photographers have been booked or costs incurred for Ministerial events through the Ministerial Allowance.

My Department adheres to appropriate procurement guidelines when procuring the use of photography services.

In July 2014/2015, the Department paid €7503.80 for the restoration, framing and installation of photographs in order to establish a photo gallery of Ministers and Secretaries General who have served in the Department. 2014 marked the 90th anniversary of the Department in its modern form since the establishment of the Ministers and Secretaries Act, 1924. The project was in train for some time.

My Department uses a Geographical Information System (GIS) to identify where the pressure for school places will arise. The outcome of the latest demographic exercises, based on the GIS, is that on 17th November last, I announced the establishment of 4 primary schools and 9 post-primary schools to open in 2017 and 2018.

A new post-primary school to serve the area to which the Deputy refers was not included as part of this announcement and it is not envisaged that a new post-primary school will be constructed to serve this area.

The post-primary schools opening in the Dublin area in 2017 and 2018 will serve the following areas: Carpenterstown and Castleknock; Lucan; Malahide and Portmarnock; Swords and Dublin South City Centre. Of the 8 new post-primary schools which will open in 2016, 3 will serve the Dublin area, namely Tallaght, Dublin 24; Ballinteer and Stepaside; and Balbriggan.

The patronage determination process for new schools is a separate process, which is run after it is decided that, based on the demographic data, a new school is required. Parental preferences are central to this process and prospective patrons are required to provide evidence of demand for their particular type of school. It is open to all patrons and prospective patrons to apply for patronage of a new school under this process.

The major building project for the school to which the Deputy refers is at an advanced stage of architectural planning – Stage 2(b). This stage includes the applications for Planning Permission, Fire Cert and Disability Access Cert and the preparation of Tender Documents. Details on the estimated cost of the project cannot be provided ahead of the tender stage owing to commercial sensitivities.

As the Deputy is aware on Tuesday 17th November 2015 I announced details of the major school building projects where construction is expected to commence over the next 6 years. I am pleased to inform the Deputy that the project to which she refers is included in this plan. Information in respect of all projects on this 6 year plan is available on my Department's website www.education.ie

Educational Disadvantage

As the Deputy is aware the school in question was established on 1st September 2011 following the amalgamation of a DEIS post-primary school and Non DEIS post-primary school. In line with all such amalgamations, the new school continues to receive the current level of supports in respect of the number of eligible pupils from the former DEIS school until that pupil cohort have left the school. In the case of a post primary school, these supports continue to be supplied for 6 years following the amalgamation.

I am not aware of any assurances given to the school by my Department in relation to the retention of its DEIS status post amalgamation.

As you are aware the review of the DEIS Programme is currently under way in my Department. This process involves a number of strands and is being undertaken over the course of the current school year. It will consider all issues pertaining to educational disadvantage. I hope to be in a position to make an overall proposal for the delivery of future interventions to tackle educational disadvantage after that. While this process is under way, I do not intend to make any changes to the current programme.

Student Grant Scheme Applications

As part of a comprehensive customer service and communications strategy provided by Student Universal Support Ireland (SUSI), to ensure that all necessary avenues are open to applicants to receive the information they need, a dedicated email and phone line service is provided by SUSI for Oireachtas members. This was established to meet an identified need for applicants who choose to engage the assistance of their public representatives in making enquiries about their grant applications.

This service compliments the established channels provided by SUSI which include online application tracking, a dedicated website, a telephone helpdesk, email and social media, including Facebook and Twitter.

Enquiries may be emailed direct to SUSI at oireachtas@susi.ie. Staff in SUSI are responding to email queries within a matter of days.

If an individual applicant considers that she/he has been unjustly refused a student grant or that the rate of grant awarded is not the correct one, she/he may appeal, in the first instance, to SUSI.

Where an individual applicant has had an appeal turned down in writing by SUSI and remains of the view that the scheme has not been interpreted correctly in his/her case, an appeal form outlining the position may be submitted by the applicant to the independent Student Grants Appeals Board within the required timeframe.

As the Deputy may be aware, where significant grant aid is provided by the Department for the development of school premises on property not owned by the State, this investment is secured by way of a charging lease.

While I have a vested interest in this site, the land referred to is not in my ownership. In relation to any divesting or disposal arising, this is a matter for the school patron to consider in the first instance.

In circumstances where a request is received to release the Minister's interest secured under a charging lease on part/all of a property, such requests are considered in the context of the specific circumstances which pertain to the individual property.

I propose to take Questions Nos. 500 and 501 together.

I can inform the Deputy that my Department's National Educational Psychological Service (NEPS) provides educational psychology service to all primary and post primary schools through an assigned NEPS psychologist and in some cases through the Scheme for Commissioning Psychological Assessments (SCPA), full details of which are on the Department's website. Under this scheme schools can have an assessment carried out by a member of the panel of private psychologists approved by NEPS, and NEPS will pay the psychologist the fees for this assessment directly.

In common with many other psychological services and best international practice, NEPS has adopted a consultative model of service. The focus is on empowering teachers to intervene effectively with pupils whose needs range from mild to severe and transient to enduring. Psychologists use a problem solving and solution oriented consultative approach to maximise positive outcomes for these pupils. NEPS encourages schools to use a continuum based assessment and intervention process whereby each school takes responsibility for initial assessment, educational planning and remedial intervention for pupils with learning, emotional or behavioural difficulties. Teachers may consult their NEPS psychologist should they need to at this stage in the process. Only in the event of a failure to make reasonable progress, in spite of the school's best efforts in consultation with NEPS, will the psychologist become involved with an individual child for intensive intervention or assessment.

This system allows psychologists to give early attention to urgent cases and also to help many more children indirectly than could be seen individually. It also ensures that children are not referred unnecessarily for psychological intervention.

I can inform the Deputy that one member of staff in the NEPS Castlebar Office has been lost due to long-term career break and that my Department is actively pursuing a replacement. In the interim, however, I would advise that any parent who has concerns in relation to their child's educational development should raise these concerns, in the first instance with the Principal of the school with a view to discussing the situation with the local NEPS service. If an assessment is deemed appropriate, it will be provided.

In relation to the Galway City and Environs, this is an area that is experiencing increased demographic pressure at post-primary level and will be kept under ongoing review by my Department, as I indicated in my announcement of 17 November. This ongoing review will take account of updated enrolment data and also the impact of existing and planned capacity increases to existing schools in the area. Notwithstanding that the Galway City area including environs is an area defined as a demographic growth area, it is also an area where certain schools are experiencing a decline in pupil numbers.

Further exploration of existing capacity and scope for expansion of existing provision is ongoing. The outcome of this exploration and the ongoing review of demographic changes in the area will determine the steps to be taken.

Special Educational Needs Staff

I understand that the Deputy is referring to the pilot scheme of a new model for delivering teaching resources to schools to support students with special needs, which is currently under way.

The Deputy will be aware that the National Council for Special Education (NCSE) recommended the development of a new model for delivering teaching resources to schools to support students with special needs. It recommended that a school's Special Needs Teaching allocation should be determined by a baseline component according to pupil numbers and a school's educational profile. This profile is to take account of the number of pupils with complex needs, the percentage of pupils performing below average in standardised tests and the social context and gender breakdown of the school.

The NCSE Working Group report recommended sufficient time be allowed for consultation before the new model is implemented. A pilot of the new allocation model is therefore taking place over the course of the current school year.

47 schools (28 primary schools and 19 posts primary schools) have agreed to participate in the pilot project, which will run for the duration of the current school year. An initial list of schools was selected by the Educational Research Centre, using sampling techniques designed to ensure that as full a range of schools as possible is represented. For primary schools the sample included appropriate representation by disadvantaged classification, gender mix and size. For post-primary schools the sample included appropriate representation by sector, disadvantage classification, gender mix and size. A list of schools was generated within each of these categories, along with replacements for first-selected schools.

The pilot will test the practical impacts of the new model prior to full implementation. Significant guidance has been prepared and provided to the schools involved. During the Pilot all participating schools will complete an assessment questionnaire to gather information on their experiences. All participating schools attended a pilot information day on 15th September and a further information day took place on Friday last.

A list of the schools participating in the pilot project and details of the support teaching allocation which has been made for each school is attached. Please note, the allocations noted for each school represent the total allocations made to the school under the pilot project. These allocations therefore replace the allocations usually made to schools through learning support general allocations and the NCSE allocation process, but are not allocations made additionally to these allocations.
