619. Deputy Thomas P. Broughan asked the Minister for Transport, Tourism and Sport further to Parliamentary Question No. 619 of 14 February 2017, if he will also legislate for the prompt return of the old licence to ensure that no driver has licences from multiple addresses; and if he will make a statement on the matter. As I indicated in the reply to which the Deputy refers, while I have no immediate plans to change our legislation in this regard, I will consider making it mandatory for drivers to advise the RSA of a change of address in the context of future road traffic legislation.

Should I decide at that point to legislate in that regard, I would of course take into account the question of return of the old licence if a replacement licence was issued. However, this may not be necessary as long as the person's updated address is captured on the National Vehicle and Driver File.

I would like to point out as well that, under EU and national law, a person may hold only one valid driving licence at a time. When a driving licence is replaced, the old licence ceases to be valid.
