74. Deputy John Curran asked the Minister for Education and Skills further to Parliamentary Question No. 161 of 28 November 2017, if his attention has been drawn to Circuit Court Record No. 2006/07275 (details supplied); if so, if his attention has been further drawn to the expenditure to date by this institution on this action; the amount expended to date; and if he will make a statement on the matter. My Department allocates recurrent funding to the Higher Education Authority (HEA) for direct disbursement to the HEA institutions. The HEA allocates this as a block grant to institutions to cover teaching, research and administration. The internal allocation of this grant is a matter for each institution.  Higher education institutions are autonomous institutions and my Department does not have any function in their day to day operational affairs, including the management of legal cases and their associated costs.

I understand that this specific issue relates to admission to an academic programme. Higher education institutions have direct responsibility for determining the criteria for entry to their academic courses. My Department does not have any involvement in such matters.
