553. Deputy Kathleen Funchion asked the Minister for Education and Skills the reasoning behind a change in legislation regarding the evaluation of non-euro income for the purposes of the SUSI grant to include reference to the Central Bank in view of the fact it has claimed its exchange rates are merely for information purposes and should not be used as a benchmark; and if he will make a statement on the matter. Student grant applications are means tested on gross income from all sources earned inside and outside the State within a specified reference period.

Under Article 22(1) of the Student Grant Scheme 2018, where income is in a currency other than euro, the euro equivalent of the gross amounts must be provided using the Central Bank of Ireland Annual Average exchange rates for the relevant year.

This approach provides transparency to applicants and ensures consistency in assessment practice when equating incomes earned in a currency other than Euro.
