The Housing Assistance Payment (HAP) scheme plays a vital role in housing eligible families and individuals. At the end of 2021, over 100,000 HAP tenancies had been set up since the scheme commenced, of which there were more than 61,900 households actively in receipt of HAP support. Of these, 463 were in Cavan and 566 were in Monaghan.

Local authorities have discretion, because of local rental market conditions, to exceed the maximum rent limit by up to 20%, or up to 50% in the Dublin region for those households either in, or at immediate risk of homelessness. It is a matter for each local authority to determine whether the application of a discretionary increase is warranted, and the level of such an increase, on a case-by-case basis.

Under Housing for All, my Department was tasked with undertaking an analytical exercise to examine whether an increase in the level of the 20% discretion available to local authorities under the HAP scheme was required, in order to maintain adequate levels of HAP support.

Following this analysis, I am working with Government colleagues and the Department of Public Expenditure and Reform to provide for an increase in the HAP discretion rate to 35% and, for new tenancies, to expand the couple’s rate to single persons where required. Further details will be available when the engagement process is complete. These changes will secure more tenancies and prevent new entries to homelessness.

Water Quality

Deputy Duncan Smith asked the Minister for Housing, Local Government and Heritage if his attention has been drawn to the fact that the Environmental Protection Agency for the second year running, has condemned the water quality of the front strand of Balbriggan beach as unfit for swimming, citing faecal contamination from birds (details supplied); and the timeline and a list of prioritised actions that he and his Department intend to take to eliminate the risks form high-density urban gull colonies and reinstate an assured and consistently high water quality standard for Balbriggan beach, commensurate with beaches throughout the country. Primary responsibility for the management and monitoring of identified bathing waters is assigned to local authorities as specified in Regulation 7 of the Bathing Water Quality Regulations 2008.  

The Environmental Protection Agency (EPA) is the environmental regulator who ensure that the local authorities carry out their functions under Bathing Water Regulations.  As part of their role, the EPA publish an annual report on Bathing Water Quality.  

The latest Bathing Water Quality report provides information about the bathing water quality in Ireland during 2021.  Balbriggan, front strand beach was one of two beaches that were classified as poor in 2021.  The main sources of pollution in Balbriggan are sewage discharges and misconnections; contaminated surface streams flowing through the town; and faeces from dogs, birds and other animals.  In their ‘Bathing Water Management Plan for Front Strand Beach, Balbriggan’, which is available on their website ( www.fingal.ie/sites/default/files/2022-04/balbriggan-beach-management-plan-2022.pdf ), Fingal County Council provides details regarding each of the pressures on the bathing water in Balbriggan.  Fouling from the bird colony in Balbriggan is listed as the 5th pressure that may pose an impact on the bathing water quality and has been cited as having a ‘low’ microbial pollution potential. 

Fingal County Council is working to mitigate against bird fouling on the front strand.

Deputy Duncan Smith asked the Minister for Housing, Local Government and Heritage his views on whether the recent completion by Irish Water in partnership with Dublin City Council of the major five-year long infrastructure project to cover the treated water reservoirs at Stillorgan in order to finally eliminate long-standing risks of contamination for example cryptosporidium and antimicrobial resistant pathogens proven to be dispersed into the water supply by large seagull colonies in their faecal waste, marks a welcome strengthening of the protection of public health, in particular for the 200,000 + consumers served by the reservoirs [34539/22]

Since 1 January 2014, Irish Water has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local level. Irish Water as a single national water services authority takes a strategic, nationwide approach to asset planning and investment. The scope, prioritisation and progression of individual projects is a matter for Irish Water, and is approved through its own internal governance structures.

However, the importance of protecting and improving Ireland’s water resources cannot be underestimated. Having good, secure water supplies, comprehensive waste water services and clean waters are vital for protecting public health, supporting economic growth and preserving our environment for future generations.

In this regard, I am pleased to note that the Stillorgan Reservoir has been modernised with the construction of a new state-of-the-art covered reservoir by Irish Water, which means that homes and businesses covering 200,000 people across South Dublin, will now enjoy a much safer and more secure water supply.

The new covered reservoir, which can store over 160 million litres of treated drinking water, replaces three open reservoirs that were no longer fit for purpose as they were uncovered and presented a risk of contamination by not only birds, but also from other animals and human activities.

The completion of the reservoir marks the culmination of a total investment of €150 million in the upgrade of the Vartry Water Supply Scheme, which also delivered the replacement of the old Vartry to Callowhill tunnel in 2018 and the construction of the new Vartry Water Treatment Plant which was completed in 2021. The reservoir and associated infrastructure will have the capacity to support future water demand through 2031 and beyond.

This work, progressed by Irish Water and the Local Authorities, is critical not only to the health and wellbeing of the population, but also to the development of the city, enabling us to meet our commitments under Housing for All, to create more businesses and attract more investment, by providing a more secure and resilient water supply for Dublin.

Since 1 January 2014, Irish Water has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local levels in accordance with Section 7 of the Water Services (No. 2) Act 2013. Staffing matters, including training, are a matter for Irish Water and as Minister I have no role in relation to their ongoing training plans. Part 4 of the Affordable Housing Act 2021 provides for the establishment of the ‘First Home’ affordable purchase shared equity scheme to support purchases in the private market. The Scheme aims to support c. 8,000 households in acquiring new homes in the private market in the years 2022 to 2026.

First Home will help applicants to afford new homes in the private market through the use of an equity share model, similar to that employed in the Local Authority Affordable Purchase Scheme. The First Home Scheme will primarily support First Time Buyers in the purchase of new homes within designated regional price ceilings, set with reference to the median prices for new homes purchased by first-time buyers in the area.  The Government's 'Fresh Start' principle for some previous homeowners will also apply.

The State will operate the scheme in a strategic partnership with participating mortgage lenders and, subject to the necessary final approvals process for all founders of the scheme, it is anticipated that First Home will become operational in the coming weeks.  Full information, including eligibility criteria and regional price ceilings for homes, will be available on the First Home website upon the Scheme’s launch.

Visits from foreign naval vessels are a long-standing and common practice in Ireland and worldwide.  It is therefore normal and welcome for foreign naval vessels to visit Irish ports, whether that be to carry out joint training with the Irish Naval Service or simply to take crew rest. 

As I have noted previously, foreign naval vessels are only granted permission to visit Irish ports on condition that they meet the necessary policy stipulations. In particular, these require that naval vessels visiting Irish ports do not carry nuclear weapons and do not engage in military exercises.

In this instance, permission was requested earlier this month for the Royal Navy survey ship, HMS Enterprise, to pay a routine visit to Cork from the 12th to the 18th of June. Permission was granted on the basis of the conditions that I have already outlined, i.e. that the vessel not engage in any military exercises or naval manoeuvres or carry nuclear weapons. 

Nevertheless, it is customary for the crew of a naval vessel to be armed, including when paying a visit to a foreign port. The Firearms Act 1925 as amended provides a specific exemption to the requirement to have a firearms certificate where the possession of a firearm is on board a ship as part of the equipment of the ship. 

Security arrangements for such visits are ultimately a matter for An Garda Síochána, with whom my Department consults before granting permission for a ship to visit.  

Ireland’s longstanding policy of neutrality is characterised by non-membership of military alliances and means that we do not participate in common or mutual defence arrangements.   In this context, port visits like that of the HMS Enterprise are not indicative of anything other than our desire for friendly relations with our neighbours and our desire for the Irish Naval Service to be equipped to communicate with other navies where necessary. 

On this occasion, the Irish Naval Service also availed of this opportunity to engage in a joint communication exercise with the British vessel in question outside Irish territorial waters.

I would note that the Irish Naval Service itself regularly visits foreign ports in precisely the same manner, including ports in the UK.
