Deputy Brendan Griffin asked the Minister for Health if he will remove the current age restriction for Freestyle Libre with immediate effect following a recent survey by an organisation (details supplied) which showed that 98% of the 649 respondents living daily with diabetes and 92% of 105 healthcare professional respondents believe that the Freestyle Libre should be reimbursed by the HSE for all persons with diabetes based on clinical need; and if he will make a statement on the matter. My Department offers a range of education supports to staff including encouraging staff to pursue third level education. Fees are paid in line with Circular 23/07: Post-Entry Education – Refund of Fees, Study Leave and Examination Leave. 

To date in 2022, my Department has paid an average of €8000 in relation to Programme fees for two staff members undertaking PhD/Doctorate programmes. A stipend was not provided, and these programmes are undertaken primarily in the officer’s own time as set out in circular 23/07.   

I have asked the HSE to respond directly to the Deputy in relation to their workforce.  Information for other agencies under the aegis of my department is being collated and will be provided directly to the Deputy once available.

Officials from my Department have engaged with the Health Service Executive and Department of Public Expenditure and Reform to develop a proposal for a scheme for public health service employees in respect of Paid Leave for Public Health Service Employees unfit for work post COVID-19 infection. 

An offer of direct engagement between the management side and the health sector staff representative bodies in respect of the Scheme has been made, which I hope can be concluded quickly.

It would be inappropriate to make any further statement on the matter until that engagement is concluded.

Covid-19 Pandemic Supports

Firstly I would like to extend my sincere gratitude to all healthcare workers for their efforts during this most challenging period.

While my Department does not comment on individual cases, on January 19th, the Government announced a COVID-19 pandemic recognition payment for frontline public sector healthcare workers, to recognise their unique role during the pandemic. Following extensive engagement with healthcare unions on the matter, on 19th April the HSE published eligibility guidelines and FAQs, as apply to the HSE and Section 38 agencies, which are available on its website: www.hse.ie/eng/staff/resources/hr-circulars/hr-circular-012-2022-pandemic-special-recognition-payment.html . Payment is currently receiving priority across all Hospital Groups and Community Services in the HSE.

The HSE and the Department are currently examining progressing the rollout to the list of 6 non-HSE/non-Section 38 organisation types covered by the Government Decision. Rolling out the payment to eligible non-HSE and non-Section 38 employees is a complex task, particularly as these employees are not normally paid by the public health service, duplicate payments need to be avoided, and there are many organisations to be covered.

Officials in the Department and the HSE are prioritising the work needed to progress this. It is hoped that information will be published shortly for those certain non-HSE/S38 healthcare employees that are covered by the Government Decision and the process available to their employers to implement this measure for their eligible staff. This shall cover eligible staff in:

1. Private Sector Nursing Homes and Hospices (e.g. Private, Voluntary, Section 39 etc.);

2. Eligible staff working on-site in Section 39 long-term residential care facilities for people with disabilities;

3. Agency roles working in the HSE;

4. Health Care Support Assistants (also known as home help/home care/home support) contracted to the HSE;

5. Redeployed members of the Defence Forces to work in frontline Covid-19 exposed environments for the HSE;

6. Paramedics employed by the Department of Local Government, Housing and Heritage.

The Government is mindful of other workers who played their own part during this difficult period in sustaining other services. It is tough to draw a line on this matter, but the Government based its decision on the risks which the above frontline workers faced. In recognition of the efforts of all workers, volunteers, and the general public during the COVID-19 pandemic, and in remembrance of people who lost their lives due to the COVID-19 pandemic, the Government announced a public holiday which took place on 18 March 2022. From February next year there will also be a new permanent public holiday established to mark Imbolc/St Brigid’s Day.

I would also like to remind the Deputy that it is against Department policy to comment on individual cases.

The practice and profession of pharmacy in Ireland is regulated by the Pharmaceutical Society of Ireland (PSI). This is a public body established in law to protect the health, safety and wellbeing of patients and the public by regulating both pharmacists and pharmacies in Ireland. To qualify as a Pharmacist in Ireland, a student must complete the PSI-accredited Five-Year Integrated Pharmacy Programme (M.Pharm). This is a master’s level qualification and on successful completion of the programme, graduates are then eligible to apply to the PSI for registration.

Placements for the five-year programme are managed by APPEL (Affiliation for Pharmacy Practice Experiential Learning), which was established by the three Schools of Pharmacy in Ireland to manage and centralise the learning placements for students from each of the schools. APPEL also offers placement providers a single point of contact, training and support. The structure of the placements may be viewed at:

The MPharm Programme involves the integration and dispersal of practice placements for students throughout the five years. This includes experiential placements of varying durations in the three main areas of pharmacy practice, i.e., community, hospital and industry during second, fourth and fifth year with placements in industry and other practice areas (health service, regulatory etc.) occurring in the fourth year.  

The MPharm Programme offers opportunities for students to be placed in the three main areas of pharmacy practice and is structured as such to benefit both the student learning experience and contribute to improved outcomes in the health system; the placement in the final year however is required to be in a patient facing role. The majority of students currently complete their final placements in a community pharmacy setting where the placement provider covers direct costs on an altruistic basis, and the latter is not supported by subvention to do so.  

Given the particularities of the current structure by which experiential learning placements are delivered during the course of training to become a pharmacist, it is not currently possible to state the cost of a 10% increase in placements if the number of undergraduate new entrants in pharmacy increased by 10%.
