Subsequent to the original approval, a change of scope request was received by my Department, and this is currently being reviewed by Schools Capital Appraisal Section (SCAS).

A decision on this request will issue from my Department as soon as possible.

The project was approved to progress to planning stage in May of this year. An uplift fee request is currently under review by my Department's Professional & Technical Team but, that pending approval aside, progression of the project currently lies with LWETB and its appointed Design Team.

School Transport is a significant operation managed by Bus Éireann on behalf of the Department of Education. In the last school year over 121,400 children, including over 15,500 children with special educational needs, were transported on a daily basis to primary and post-primary schools throughout the country at a cost of over €289m in 2021.

The purpose of my Department's School Transport Scheme is, having regard to available resources, to support the transport to and from school of children who reside remote from their nearest school.

The National Council for Special Education acts in an advisory role to the Department of Education on the suitability of placements for children with special educational needs. Under the terms of the School Transport Scheme for Children with Special Educational Needs, the Department will consider the report of the Special Education Needs Organiser (SENO). School transport is provided to children with special educational needs who are attending the nearest school to their place of residence that is or can be resourced to meet their educational needs, as identified by the SENO.

I am pleased to advise that the pupil referred to by the Deputy is eligible under the terms of the scheme. Bus Éireann has advised that the pupil can be accommodated on an existing service each morning, however, there is currently no service that can accommodate the pupil each afternoon. Sanction has been granted by School Transport Section of my Department to Bus Éireann for the establishment of a new service to cater for this pupil each afternoon.

Bus Éireann have tendered this service in line with procurement guidelines and are in the process of sourcing and evaluating a contractor to operate this service, once a contractor has been allocated, the service will commence. Bus Éireann will liaise with the family directly with regard to this matter at that stage.

Both the Department and Bus Éireann are very conscious of the challenges faced by parents awaiting transport for students with special educational needs and a special transport grant (STG) has been offered to the family of the pupil until the commencement of the afternoon service.

The project to which the Deputy refers has been devolved for delivery to Galway and Roscommon Education and Training Board (GRETB). This is a Campus project. This project is currently at Stage 2a of the architectural planning process. The Department understands from GRETB that its design team is currently finalising the Stage 2a report for submission to the Department. Subject to no significant issues arising during the completion of the Stage 2a process and following approval in that respect, the next step for GRETB and its Design Team will be to obtain the requisite statutory planning approvals. The project can then be expected to move onward to tender and construction in due course.While at this early stage it is not possible to provide a timeline for completion of the project, GRETB will be engaging directly with the school authority to keep it informed of progress

I can confirm to the Deputy that funding has previously been approved for a building project under my Department’s Additional Accommodation Scheme that will provide for 2 mainstream classrooms and 2 SET rooms for the school in question. This project is currently at the planning stage.

Further correspondence has been received recently from the school requesting the provision of additional accommodation to facilitate the current intake of Ukrainian pupils.

My Department is aware that in particular the Donegal area is accommodating a significant number of Ukrainians which has put pressure on surrounding schools to accommodate pupils.

Utilisation of each school’s existing capacity in the most flexible way possible is key to supporting Ukrainian children who are being enrolled in our schools.

It is very important for existing capacity in a town or area to be fully utilised before looking at additional accommodation requirements either via off-site or modular accommodation solutions. This requires good cooperation and collaboration between schools supported as necessary through the local Regional Education and Language Teams (REALT) whose primary role is to assist children in finding school places and to support schools to meet the needs of these children as they emerge.

I can confirm that the local REALT co-ordinator has been in contact with the school in relation to its accommodation needs.

My Department’s assessment of any request for additional accommodation will include consideration of whether capacity across all other schools in the town or area is fully utilised. The request from the school referred to is currently being assessed and my Department will be in communication with the school in this respect shortly.

The School Transport Scheme is a significant operation managed by Bus Éireann on behalf of the Department. In the last school year over 121,400 children, including over 15,500 children with special educational needs, were transported on a daily basis to primary and post-primary schools throughout the country at a cost of over €289m in 2021.

In July 2022, Government announced funding for the waiving of school transport scheme fees for the coming school year as part of a wider package of cost of living measures.

Ticket registration for the 2022/23 school year closed on 29 July by which time almost 130,000 applications/registrations were received for mainstream school transport. This figure includes 44,299 new applications as well as roll-overs from the previous school year.

Children are eligible for transport at primary level where they reside not less than 3.2 kilometres from and are attending their nearest national school, and at post primary level where they reside not less than 4.8 kilometres from and are attending their nearest post primary school/education centre as determined by the department/Bus Éireann, having regard to ethos and language.

Children who are eligible for school transport and who have completed the application process on time will be accommodated on school transport services where such services are in operation.

Children who are not eligible for school transport, but who completed the application process on time, will be considered for spare seats that may exist after eligible children have been facilitated; such seats are referred to as concessionary seats.

Because of the nature of concessionary transport for non-eligible children and the priority of providing places for eligible children, there may be an excess of demand over supply for concessionary places, in these cases Bus Éireann will allocate tickets for spare seats using a random selection process.

I am pleased that Bus Éireann has advised that the pupil referred to by the Deputy in this case, will commence on transport from 10/10/2022.

Special Educational Needs

I would like to thank the Deputy for the questions raised and would advise the following:

Under the Education Act 1998 the school Board of Management (BOM) is the body charged with the direct governance of a school, and it is the BOM which employs the staff at the school. The allocation of duties to staff is also a matter for the BOM as the employer.

The NCSE has responsibility for planning and coordinating school supports for children with special educational needs including the allocation of SET and SNA support and reviews. The Department does not have a role in making individual school determinations.

The Special Needs Assistant (SNA) scheme is designed to provide schools with additional adult support staff who can assist children with special educational needs who also have additional and significant care needs. Such support is provided in order to facilitate the attendance of those pupils at school and also to minimise disruption to class or teaching time for the pupils concerned, or for their peers, and with a view to developing their independent living skills.

SNAs are not allocated to individual children but to schools as a school based resource. The deployment of SNAs within schools is a matter for the individual Principal/Board of Management of the school. SNAs should be deployed by the school in a manner which best meets the care support requirements of the children enrolled in the school for whom SNA support has been allocated.

It is a matter for schools to allocate support as required, and on the basis of individual need, which allows schools flexibility in how the SNA support is utilised.

Under the SNA allocation model for special classes and special schools there is a prescribed special class to SNA ratio. An ASD special class, for example, has an allocation of 1 teacher and 2 SNA posts to cater for the educational and care needs of 6 students. This ratio applies to the special class, not the entire school.

Additional SNA support over the prescribed ratio may also be sanctioned by the NCSE where there are individual children who have significant care needs which require support above the level of support already sanctioned to the school.

The school in question is not a special school and does not have any special classes so a ratio applicable to such schools and classes would not apply.

In relation to SNA support the NCSE has confirmed that the school has an allocation of SNA support to provide support for children with primary care needs. The NCSE has published the SNA allocations for the 2022/23 school year, and they are available at ncse.ie/set-hours-and-sna-allocations

The school can apply to the NCSE for a review of its SNA allocation if it is insufficient to meet the needs of its students. Detailed information on the NCSE Exceptional Review process is published on the NCSE website. ncse.ie/application-for-sna-exceptional-review.

The Special Education Teaching allocation provides a single unified allocation for special educational support teaching needs to each school, based on each school’s educational profile.

The allocation allows schools to provide additional teaching support for all pupils who require such support in their schools and for schools to deploy resources based on each pupil’s individual learning needs.

The NCSE have published the SET allocations for the 2022/23 school year and they are available at ncse.ie/set-hours-and-sna-allocations

A process is available where schools can seek a review of their allocations by the National Council for Special Education (NCSE), including the utilisation of their allocations, in circumstances where a school considers that very exceptional circumstances have arisen subsequent to the development of the profile.

The Department encourages parents and school authorities to engage locally regarding pupils' education. Parents who have concerns regarding the manner in which the resources or supports which have been provided to support their child's education are being applied in school should, in the first instance, raise this matter directly with their school Principal or the Board of Management of the school.

All schools have the contact details of their local SENO, parents may also contact their local SENO directly to discuss their child's special educational needs, using the contact details available on www.ncse.ie.

My Department operates a scheme of grant-aid to primary and post-primary schools towards the cost of purchasing essential assistive technology equipment, which has been recommended by the National Council for Special Education (NCSE) as being essential for students with physical and/or sensory or communicative disabilities in accordance with the criteria set out in Circular 0010/2013 which is published on the Department’s website. www.education.ie/en/Circulars-and-Forms/Active-Circulars/cl0010_2013.pdf.

It must be clear that the existing I.T. equipment in the school is insufficient to meet the child's needs. Where necessary, schools may also purchase new or additional equipment or software for students from normal school resources or funds.

An investment programme of €210m has been delivered to schools under the Digital Strategy for Schools 2015 –2020. Additionally, the first tranche of the successor Digital Strategy for schools to 2027, ICT grant funding of €50m has also been issued to schools. Decisions regarding the use and deployment of digital technology in schools is a matter for the Board of Management of each school, as schools are best placed to determine the most appropriate solution to adopt in terms of supporting the learning needs of their students based on school's own context and circumstances, and in accordance with their Digital Learning Plan. The grant funding allocation issues directly to schools and can be used to provide devices for use by students and teachers, for learning platforms, software and overall digital technology infrastructure development in the school.

Where children with more complex disabilities require essential specialist equipment to access the school curriculum, which they do not already have, or which cannot be provided for them through the schools existing provisions, schools may make an application for such equipment to the National Council for Special Education (NCSE) under the terms of this scheme.

The NCSE through its network of local Special Educational Needs Organisers (SENOs) is responsible for processing applications from schools for special educational needs supports. SENOs also make recommendations to my Department where assistive technology/specialised equipment is required. The NCSE operates within my Department's criteria in making recommendations for support.

Based on the professional information provided to the SENO when the application was first received in June 2022, and in line with criteria set out in Circular 10/2013, they were not in a position to recommend an assistive technology grant for the school concerned on behalf of this student. However following receipt of the necessary documentation, I can confirm that the appeal for assistive technology for the pupil named by the deputy has been approved by my Department and a sanction has issued to the school concerned recently.

I refer to the Deputy’s question regarding the delays endured since October 2021 by retired members of Cork Education and Training Board (ETB) in receiving pension increases accruing since that time. As the Deputy may be aware, the National Shared Services Office (NSSO) is responsible for the payment of pensions to retired personnel from the ETB sector. I am informed by my officials that a significant amount of work is ongoing in relation to this matter and that, due to the complexities of applying the most recent increase to pensions, officials in my Department are liaising with both the NSSO and the ETB sector in relation to same, with a view to ensuring the efficient application of pay increases which impact on pensions in payment.

In light of the foregoing, I have been advised that the intention is to have all outstanding pension increases accruing from October 2021 to retired personnel from Cork ETB reflected in their pensions in payment by the end of this year and the payment of any increased amount that has accrued in the intervening period will also be included.

My Department and Bus Éireann will continue to provide School Transport Scheme services in line with the process that was in place for the 2021/2022 school year for children arriving to Ireland from Ukraine. Full information on the process is available on Gov.ie/Ukraine.

Children who for the first time require School Transport for the 2022/2023 school year will need to apply in line with this process. Due to the ongoing situation with accommodation, where there has been, and may continue to be, significant movement of families, all Ukrainian children who had availed of School Transport for the 2021/22 school year need to re-apply for transport for the 2022/23 school year in line with this process.

My Department and Bus Éireann will continue to provide School Transport Scheme services in line with the process that was in place for the 2021/2022 school year for children arriving to Ireland from Ukraine. Full information on the process is available on Gov.ie.

Children who for the first time require School Transport for the 2022/2023 school year will need to apply in line with this process. Due to the ongoing situation with accommodation, where there has been, and may continue to be, significant movement of families, all Ukrainian children who had availed of School Transport for the 2021/22 school year need to re-apply for transport for the 2022/23 school year in line with this process.

While every effort will be made to ensure school transport services are up and running as they are required, given the ongoing movement and arrival of families, it may in some cases take some time to arrange services for families as information becomes available for those who require school transport.

Due to the volume of applications that continue to be received daily from REALT coordinators and in turn submitted to Bus Éireann, it is not possible to provide this detail at present. However, I can confirm that to date, 94 services have been put in place to cater for pupils travelling to school from accommodation centres throughout the country and this figure continues to rise as applications are processed.

The school to which the Deputy refers was granted approval under the Additional Accommodation Scheme 2021.

The approval was for the provision of 1 SET Room, 2 Classroom SEN Base and 1 User Assisted WC. The project has been devolved for delivery to the school authority and is currently at the Design Stage. At this early stage of the architectural planning process, it is not possible for my Department to predict when this project will go to construction.

As this project has been devolved to the school authority for delivery, it is currently the responsibility of the school and its appointed Design Team to progress the project in that regard.
