Ceisteanna—Questions. Oral—Answers. - Temporary Clerks in Employment Exchanges.

asked the Minister for Industry and Commerce if he will state the present conditions of employment of temporary clerks in the employment exchanges, as to their remuneration, etc; and if he will favourably consider having them established on a permanent basis.

asked the Minister for Industry and Commerce if he will state (1) the wages paid to temporary clerks (male and female) in the labour exchanges in (a) June, 1930; (b) June, 1935; (c) October, 1935; and (2) if it is his intention to introduce proposals for legislation to merge all temporary officials at labour exchanges into the permanent staff.

I propose to answer questions Nos. 9 and 10 together.

The answer to the first part of both questions contains a number of figures and notes and will be circulated with the Official Report.

As to the second part, the matter of placing the temporary officers on a permanent basis is one of considerable difficulty in view of the provisions of the Civil Service Regulation Acts, but I am in consultation with the Minister for Finance as to whether anything can be done in the way of affording to the temporary clerks an opportunity of competing for permanent posts as employment clerks.

Following is the portion of the answer referred to:—

Temporary clerks in employment exchanges are appointed on a casual basis, subject to a week's notice in writing on either side. The appointments carry no right to pension, gratuity or allowance on their termination. The minimum number of hours per week temporary clerks are required to work is 44.

These rates apply to men and women over 21 years of age. Officers under 21 are paid at lower rates according to age.

The salary scales shown for October, 1935, for Employment Exchanges outside Dublin and Dun Laoghaire apply only to officers appointed or re-appointed subsequent to the 6th August, 1935.
