Additional Estimate. - Vote 74—Air Transport.

I move:—

Go ndeontar suim na raghaidh thar £2,000 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1938, chun Roimhíoca chun Cuideachta Aer-Iompair do bhunú (Uimh. 40 de 1936).

That a sum not exceeding £2,000 be granted to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1938, for an Advance for the establishment of an Air Transport Company (No. 40 of 1936).

This Vote is required for accountancy purposes only. Under the Air Navigation Transport Act, the Minister was entitled to make advances up to £5,000 to meet the preliminary expenses of an air transport company to be established. On the 3rd May, the air transport company contemplated, Aer Lingus Teoranta, applied for an advance of £2,000 to meet its preliminary expenses. That advance was made, as is noted on the face of the Estimate, from the Contingency Fund. The company repaid the advance on the 14th June, but the amount has to be made good to the Contingency Fund and hence the Estimate. This is purely an accountancy matter. The advance of £2,000 was made from the Contingency Fund and was repaid by the company. The Dáil is now re-voting the payment to the Contingency Fund.

These were merely preliminary expenses?

Yes, for the formation of the company.

This Vote has nothing to do with the working of the company?

No, the amount has been repaid by the company.

Has it anything to do with the administration of the company?

Would it cover anything such as the expenses of meteorological experts? Are there such connected with the company?

No. The Department runs a meteorological service but it has nothing to do with the company.

Has it taken on other experts in connection with this company?

Are these advantages accruing because of the starvation wages paid at Rhynana airport?

This company has nothing to do with Rhynana.

The Minister has.

The Estimate has not.

And I do not agree that starvation wages are paid.
