Ceisteanna—Questions. Oral Answers. - Flying of National Flag.

asked the Minister for External Affairs whether his attention has been drawn to a joint recommendation by the Glasgow magistrates and the Scottish Referees' Association to the effect that the Irish tricolour should not in future be flown at a soccer ground in Glasgow, as it tends to a breach of the peace; and, if so, whether he will make the strongest possible protest to the British Government against the implied suggestion that the flying of the National Flag is calculated to lead to a breach of the peace.

I have seen Press reports to the effect that, following serious disturbances at a football match in Glasgow, one of the clubs concerned has been instructed by the Scottish football authorities to refrain from displaying on its ground on match days any flag or emblem which has no association with Scotland or with the game of football.

I cannot accept what appears to be the basic assumption in the Deputy's question, that our national interests and prestige are vitally involved. I feel that, even if I did accept it, I would not think the step suggested by the Deputy was the wise way of dealing effectively with the matter.

Is the Minister aware that the particular circuit comprises, in the main, the whole of the Catholic and the Irish element in Glasgow? In view of the fact that our representatives abroad are paid out of public money, voted by this House, will the Minister not agree that it is their duty to protect the interests of Irish people abroad, whether they are citizens or not?

I do not know how the Deputy is going to hold me responsible for the internal affairs of Scotland. After all, we gave them home rule, without Partition, about 15 centuries ago.
