As it seems clear that any alteration which might be made in the present dispensary system with a view to providing, where feasible, those entitled to free medical treatment under Section 14 of the Health Act, 1953, with a choice of doctor would involve substantially increased expenditure both for local rates and for the Exchequer, I do not propose at present to introduce any such change.
